I thought about that last night. I experimented with it and found that
my second 3.5" was indeed bad.

UPDATE:
I found a new 3.5" Apple Floppy drive at a Thrift store for a
$1 and it appears to be of a slightly modified design. It has a
large fat connector for the 19-pin connector. It is similar in
design to the Mac High Res Monitor cable. The connector
extends about an inch beyond the normal drive connector
and is about a half inch round. Anyway, I plug this newer
drive into my IIgs and voila! It works with GS/OS and it
recognizes both 3.5" and 5.25" drives. So it appears that the
daisychain board is indeed at fault as Mark Cummings
suggested above. Thanks Mark for the solution.
