You are describing the way professor Buggie has done business for years. 
It really torques some people when he starts a transaction and doesn't follow through in a timely fashion. He seems to be very busy.  Also 
there is a perennial problem with the email address he uses not working. 
I posted a reply to the address he used here and it bounced.  The email 
address on his signature tends to work better. 
 
The last communication I had from him a month or so ago he was going to send two power supplies which he said he had on the shelf ready to go.  I was negotiating a trade and sent it, but haven't heard back.  As long as he's alive he'll get back to you (I think).
