Have you tried "ATA" on one and "ATX1D" on the other?  "X1D" tells the modem
to dial nothing without waiting for a dialtone, so it should just "pick up"
and wait for a carrier handshake.  However, transferring using two modems
will no doubt be a long and arduous process, since the fastest speed you'll
get will be limited by the faster of the two modems.  A better alternative
is to pick up a "null-modem" cable to connect the two, and then match baud
rates and settings -- you'll get far faster connections, and without having
to deal with any AT commands to boot.
