You could "underclock" them by running them at 1 MHz but the Apple II wouldn't
run any quicker. And, no, you can't change the crystal oscillator as (if I
remember correctly) the Apple II buss speed (the speed at which the slots run)
was linked to the processor speed and some cards (like the Z80 CPM cards) were
slot speed dependant.
