The clicking is a sure-fire sign that there is a short.  The Apple II
power supply is designed to auto shut-down if overloaded.  Check the
+12 and +5 in the Disk ][.  Could be a shorted capacitor, or a
fried component, or, frankly, practically anything, if someone has
gotten inside the drive to "fix" it.
