Apple IIc shutdown

Can anyone help? I have an Apple IIc which my niece still uses and
loves. My brother in law moved it (to get some bunk beds into the
room) and now, when you go to the Special - Shut down, it doesn't.
Instead it sounds like it is shutting down, but it starts back up!
(Restarts!) Short of pulling the plug, I don't know any way to turn
the machine off! Granted, I haven't looked at it in years so there
might be some little switch I'm forgetting, but I had a quick look,
and couldn't see anything. Any help anyone can give would be very
appreciated!
