I think what Matthew is referring to is that under the Digital Millenium
Copyright Act, Copy ][+ _itself_ is illegal, since it is designed (in part)
to circumvent copy protection mechanisms.

This means that circumvention technology in the future will be provided
only by non-commercial sources.  ;-)
