ProDOS error $27 is an "I/O error". Common reasons for getting this error
during an initialize would be ...

o- Dirty R/W heads

o- Attempting to initialize a High Density (HD) diskette. For reliable
operation, only Double Density (DD) diskettes should be used in Apple II
drives.

Another way to get an I/O error during initialization is to use a diskette
which was formerly used on another machine which wrote disks at high field
levels. The media has been magnetized at a level too high for the IIgs drive to
overwrite.
