I think the only way of doing this would be with the CFAA 3000. I don't think there's any other way of booting straight into disk images.

You could potentially set up a loader for older file based DOS 3.3 games, but there's no way of setting up IIGS specific games unless you boot into GS/OS and preinstall hard drive installable versions of games...which unfortunately won't work for every IIGS game.
