While Static could do this, it is unlikely due to the physical distance from
your hands to the tracks. Opening up the case could increase the risk, but
that's why Apple recommend to touch the PSU casing first.
Static Charge carried on a person normally is high during dry weather and
you can carry as much as 20 thousand volts, normally this would be lower at
around 10 thousand volts. Obviously the higher the voltage the greater the
distance a spark could jump, but again I doubt it could jump 1/2" or 1"
through the gaps in the keyboard.

I'm leaning towards the bad incoder since I already reseated the controller
board and encoder a couple of times.  I got an email reguarding this stating
someone from a school who had same problem in past and he said static
electricity travels through keyboard from hands and damages encoder chip!  I
believe that this is possible, but I'm thinking it was just its time.
