difficulty in providing keyboard inputs. Some of it could be just my
infamiliarity with the control schemes in those games, but when
playing Spy Hunter, for instance, after pressing every single button
on the keyboard, I can't seem to make the car move. In Pirates!, the
cursor moves to the bottom of every menu (as if somebody is holding
the down arrow) and I can't even navigate the menus unless I want the
last option in each menu.

Any ideas or hints on what I could be doing wrong? I know the older
Apple II keyboards differ, and so I don't really expect the IIGS arrow
keys to work, and I've tried keeping Caps Lock on to simulate all-caps
text input. But after trying literally every key on the keyboard, it's
still not working and I'm stumped.

Maybe these games are waiting input from a joystick only ?

That'd be it. A LOT of the 8-bit games REQUIRE a joystick. IIGS games tend to offer control with both.
