Hi Rich,
It's definitely a serial card from your description.
With the 1.8432MHz Xtal you will have the same speed options,
and software compatibility with the Apple SSC due to the 6551
being used.

The fact that you have 2 x 26 pin connectors suggests the card
may have another function in addition to the serial interface
The empty 14 pin socket is a bit of a worry though.
