Yes, it can.  Make sure that you check the Control Panel CDA
(OA-Control-ESC, or hold down the Option key when starting up) under
Display.  Make sure that it's set to the default setting of Color, and
then set the other settings to how you like it to be.  In my case, I
have it set to 40 columns, White text, black background and border.  In
other words, like my //e.  Both of my IIgs's (my old IIgs Upgrade kit -
looks strangely identical to this:

my current ROM 01 IIgs) displayed color on the RCA jack, unless they
were set to monochrome.
