If you're asking about the 5.25 IIc drive then yes it can be used with a IIe. 
While the design is different, functionally it's basically the same as a 
Disk II. Change the cable and it'll run happily on a disk II card or the way 
it comes daisy-chained to a 5.25 UniDisk.

If you mean the 3.5" drive, then yes it'll work fine on a IIe or a II or II+ but 
only if you have the correct interface card. Unfortunetly those cards aren't too 
common.
