The brief answer is:

If you will use it on a revision B motherboard jump the pins.  If you will
use it on a revision A motherboard do not jump the pins. 

It seems that so much software that addresses the card is available that
there is no need to address the switches to turn on the 80 column display. 
But it may just be that I have limited needs.

I have not written anything in which I wanted to address the switches in
years.  If you have need to get to them I could tell you how only after
going back to my instruction manual.  If you really need to get into the
memory with your own instructions and if no one else writes an answer
write to me.
