Do you have an original Apple SCSI card, perhaps? It is limited to 7
partitions over all mounted drives (under ProDOS-8). With an Apple
High-speed card, Chinook SCSI Utilities can create 9 partitions, though
you might not be able to access all of them from ProDOS-8 applications.

I ran into this problem as well. It is rather a long time since I last
partitioned my IIgs hard drive (an 850 MB Quantum Trailblazer), but I
used ADU, and managed to set up about 13 partitions.
There was a trick to it. If I remember right, ADU only allows 8
partitions by default, perhaps due to the number of entries created in
the partition map. I think I had to remove all partitions, leaving the
drive with a single partition occupying the entire volume, then
repartition again. This time I was able to create more than 8
partitions.

Assuming you were happy with the partitioning, you could have installed
the system on the hard drive at this point. This would have solved the
space problem. Your first partition must be ProDOS in order to boot
from the hard drive. Once the system was installed and booted, you
would be able to use Finder to erase the last partition as HFS, which
would make it the correct size (1 GB).

Are you referring to your original problems with Apple HDSC Setup, or
the end result, with the drive having been partitioned by ADU?
If it is an Apple-branded drive (e.g. a Quantum with patched ROM) then
ADU will have written a Mac driver, which should allow it to be mounted
on a Mac.
