I've never used those utilities so I can't say about that but as a side note 
if you put a 65C02 in the II+ clone you can run 2.0.3 provided you have 64k.

You can likely find a way to fit the IIe board but it won't work with
a II+ style keyboard. Unless of course you feel like completely rewiring 
it and even then you wouldn't have some of the keys introduced on the IIe.
Of course it'd be possible to fit a IIe keyboard into a II+ style case
but extremely hard to do a good job of it since you'd have to carve a lot 
of plastic.
