Problems connecting IIc to Dell Laptop

I am trying to use ADT to connect the two..  well, actually I am at the
first step--transferring the adt_ss.dmp.

I bought an Apple IIc-to-Imagewriter-I cable (I think the FAQ said this
would work, no?) and a Female 25-pin to female 9-pin adapter from Radio
Shack.  I connect the whole deal to the serial port on my Dell laptop, fire
up Hyperterminal, and nothing happens.  I tried COM1, COM2, and COM3..
Nada.

Tried it through a good 'ol DOS prompt, and I get a message like: "system
cannot write data.. blah blah."

Any ideas?  Will that cable setup work?

Oh, and I did do the IN#2 ctrl-A 6 B on the IIc...
