This would be a pretty easy replacement.  But have we
established that the red drive _to_ the transistor is getting
there?

Patching (jumpering with a 0.1 mf capacitor) the green input
to the red input might help isolate the problem.  I'm much more
suspicious of connectors/cables than of components.
