it won't be the external coax cable because it's composite.
as you don't get pure white I'd guess you are not getting any red gun
activity as Michael suggested.
that bluish-green is cyan (sort of light blue). Have a real close look at
the picture (using a 5-10x magnifying glass) to see if any of the RED cells
are lit on the "so called" white picture.
Adjust anything that has to do with the RED colour to see if you can get
those RED ones on. Obviously use insulated tuning tools to do this and steer
clear of the HT lead and EHT XFMR. If you get lucky it may only be an
adjustment, otherwise there is a fault in the monitor.

I'll clarify a few things (I'm learning):

By "tabs" I meant the trimpots along the right side. I didn't touch the
magnet adjustments on the back of the CRT.

I hooked the monitor to two other computers and it still exhibited the
same problem.

I ran a program that uses a white backround and pushed the color kill
switch: the screen has a bluish-green tint.
