Broken IIgs

I was given a rom 1 IIgs that worked 3 years ago when my friend boxed it
up, but does not boot now. The power light comes on, it rotates the 3.5"
disk a little, and then nothing, the monitor stays black, no beeps. I
tested the battery and powersupply, they both seem good. I don't want to
risk my working gs by swapping socketed chips unless no one has any
other ideas as to what may be wrong. TIA for any help.
