I wrote to Telix and asked them about the card, and below is what they wrote
back:

I checked with some people familiar with our obsolete products, and this is
what they said:

This looks like an old interface card that we used on the old projector
panels that enabled you to show it on the wall and view in on the monitor
screen as well. It really has no value without the panel and they are pretty
much obsolete.
