Close. Without the PAL encoder plugged into the video socket on the rear
of an international //c it will not output PAL. It is not quite NTSC either
(just like the Platinum //e).

As far as I know the motherboard is the same. The main 14.31818MHz crystal
on the NTSC motherboard is replaced with 14.25MHz one. The 60Hz IOU chip
is replaced with a 50Hz part. The video ROM is a 28pin 2764 equivalent
instead of the 2732 equivalent on the US model.
