Marvin,
I have upgraded both my Transwarp and my ZipGS with the 14MHz 65816's from WDC.
The pinouts, voltage levels and inputs are identical.
As long as the oscillator has not changed, there is absolutely no reason that
the 7MHz chip will work, and the 14MHz version will not except:
the 65816-14 is bad
You already knew this. I am just confirming your suspicion.
I would return it to WDC and wait for a replacement.
