I understand your "catch-22" situation, been there done that. a2central.com
has .sdk and .sit and .zip format available to download, but IMHO you should
spend about $12 and buy them, this will save a lot of heartache.
To proove that the files at a2central.com work (and I don't doubt it), I
just downloaded one to my PC as follows:
1. downloaded the System disk .sit file "1 of 7 - Install_sit(1).bin" to my
PC. Looks like they have the install & system disk swapped over on the site,
so I actually downloaded the Install disk.
2. renamed the file as "install.sit" on the PC, to make it 8.3 compatable on
the floppy.
3. copied the file to a 1.4Mb PC floppy.
4. copy it onto the Mac's HDD, BTW it still has a PC icon
5. "Expanded the file using Shrinkit 5.5, which created a file named "Disk 1
of 7 Install" (plain icon)
6. Ran Disk Copy 6.2 and performed "Make a Floppy" from that file, which
requested a double sided disk (800K) be inserted, and made an A2 3.5" disk.
Disk Copy 4.2 should also work.
7. Placed the 800K disk into my GS' 3.5 and booted it, works as advertised.

You should probably download the system disk first as this boots up to the
System 6 desktop, and can be used by itself as a system disk should.

If you can't work that out and don't want to buy they disks, I can possibly
put them in A2-Shrinkit3.4 format or Mac-.img format and e-mail it to you.

Note that the last disk "Apple II Setup" is actually a Mac HFS disk.
