No it doesn't really.  Everyone who believes NTSC always uses 60 Hz
and PAL always uses 50 Hz refresh rate should visit Brazil, where
PAL/M (i.e. PAL at 60 Hz refresh rate) is used.
 
Also: In Europe in the early 1960'ies, before the PAL standard was
adopted, there were some experimental NTSC transmissions using 50 Hz
refresh rate.
