My guess is that most dedicated NTSC monitors and TV's would work
fine. A more sophisticated TV which checks the Apple II video signal in
order to determine which standard to apply could have problems. Apple II
video uses an unusual format and may not be recognized as compatible
with a known standard.
There is some chance that the Apple II is not sending a complete
color signal due to an IC making poor contact. With power turned OFF,
you could try scootching up and resocketing each socketed IC on the
motherboard.
