This is a common problem with the NTSC IIe. I've had the same problem too.

1. Was the Commodore monitor an NTSC version or was it PAL? If it was sold
in Australia it would most likely be PAL.
2. Were the TVs multi-standard or PAL only? In my experience even a
multi-standard TV won't produce a colour image from an NTSC IIe.

I think the problem is that the IIe composite video output is not completely
within the NTSC specifications, at least not on the International NTSC
version of the IIe motherboard. It works with the monitors Apple supplied,
but it doesn't seem to work with multi-standard TVs. Years ago I tried an
International NTSC IIe on a Commodore monitor from the US (NTSC, 120V
version), and it didn't produce colour either!
