Yes. You can download Apple II and IIgs software and use a direct
connection to transfer the files.
The direct connection consists of a modem cable coming from the IIgs
modem serial port connected via a connector to a modem cable coming from a PC
COM port.
IIgs serial port <--modem--> [NULL modem] <--modem--> PC serial port
cable [ adaptor ] cable
The connector is called a "NULL modem adaptor" (or, sometimes, "NULL modem
cable") because no modem is involved in the connection. You can find the
adaptors at Radio Shack and most other computer stuff stores for a few
dollars.

Archive sites maintain huge collections of games, utilities, and other
programs that can run on your IIgs. (See the FAQs "Major Apple II Sites" page
at http://home.swbell.net/rubywand/A2FAQs4MAJORSITES.html for links.)
A good way to start is ADTgs. It is a PC-->IIgs transfer utility which
you can download to your PC and set up without having any telecom software
for your IIgs. (The directions tell how to send the small IIgs part of ADTgs
to your IIgs.)
ADTgs lets you transfer 5.25" disk images you download from the net
directly to 5.25" diskette on your IIgs.
Note: Diskettes used on an Apple II should be "DD" (double-density) type.

ADTgs requires the IIgs to be running under DOS 3.3. If you do not have
a bootable DOS 3.3 disk, you can transfer DOS 3.3 downloaded from the net to
a blank 5.25" diskette on your IIgs. You can find DOS 3.3 Dump as
dos33dmp.zip along with a companion Text directions file on Ground at
