Okay, so it's not a converter. It's not exactly a duplicator either.
It takes a source disk in 13-sector format and produces a new disk with the
same information, but in 16-sector format.
What would that be? A reconstitutor? A transmogrifier? A
copies-over-to-a-different-format-thingy?
Again, you must have frizzy hair since you so enjoy splitting them.
