If you happen to have a DOS3.3 master disk you need to run the program called
BOOT13 ( I think)

DOS3.2 used 13 sector disks and when Apple upgraded their disk controller
cards to run the 16 sector DOS3.3 they provided the program to let users still
boot their old disks
