It's hardware enforced. A 16mb address space is 24 bit addressing, so Apple
simply made any access with bit 23 (24 if you like) set a ROM access.
I believe there was one memory card that sidestepped the problem and
allowed 12mb of RAM (since the ROM on the GS was only 1mb) but I don't
remember which one, nor even if it was fully compatable with all software.
