policies on eBay are wrong. But they are my policies. I have had 7 bad
run-ins with people with 0 and below people. They generally don't pay,
refuse contact, and cost me more money that placing the restricts cost
me. If someone really wants to bid on something, but is a 0, they can
just email. I'm sure something can be taken care of.
