Apple IIe / Atari 2600 FROB

Has anyone heard of or seen this device? Supposedly, it has 4K of dual
port rom, plugs into the Apple II, II+ or IIe, and a cable that plugs
into the 24 pin cartridge slot on an Atari 2600.
With this device, you would code the Atari 2600 games on the Apple II
using normal text editors and assemblers (they share the same CPU
instruction set). You could then load the compiled code into the dual
port ram and reboot the Atari to test it.

Has anyone seen or heard of such a device? (I vaguely remember hearing
about this a long time ago).
