It does however have the stretched cycle. See Jim Sather's Understanding
the Apple //e page 3-5. The only timing difference is the 0.48% increase
in the duration of signals on a PAL //e (and the increase from 262 to 312
horizontal scans in a 60/50Hz vertical scan).
