Yes, for Linux only things, this is true. Interfacing with other systems
is a different situation at least for companies who are trying to make a
little money. From what I understand, they had to license a few
proprietary items to make it work.

So far, wine is the only current alternative which is GPL but keep an eye
on PLEX. The only problem with Plex (or BOCHS), it is a full hardware
emulator and is slower. Win4Lin actually runs Win98 faster in my Linux
environment than in a native install. At least it seems to respond and
display a lot faster.
