Yes. It's called a ProDOS disk.

Yes, you can reformat over those. Just be sure to select ProDOS format and
not Mac format.

If you got it from Apple's web site you'll probably need to find DiskCopy
4.2 and use it to transfer the files from the disk image (the file you
downloaded) to the actual disk.
