This means that it's illegal to walk in many areas: it's illegal to
walk on the road.  The sidewalks are private property and illegal to
enter unless you have permission (and if it's 2 AM and you ring some
doorbell to ask for such a permission ... well ....).  And off-road
is either private property which is illegal to enter without
permission in advance, or state parks which are closed at night.
 
Is this the reason it's absolutely necessary to have a car in the US? :-)
