Hi Noah,
the only thing I see there is I would do it this way:

1. Initialize an 800K disk with your Mac, choose 800K ProDos as the format.
2. Use DiskCopy 4.2 to transfer the disk image to that 800K floppy.
3. Try booting your IIgs with it.

If you've already done that, or it fails to work, there must be a problem
with either your Mac/floppy, or the IIgs.  This simple process worked for
me, using a IIci and System 7.5.2 a couple of years ago. You do need 1 meg
of ram in the IIgs to boot the GS OS.

If that works, you'll want to download the disk image of the IIgs utilities.
Shrinkit GS will allow you to extract archives you've downloaded on your Mac
and transferred to the IIgs via floppy.
