That appears to be correct.

The Asimov-East archive allows just a few simultaneous connections and
is not very high-speed. Getting a connection to the site is not easy.

Evidently, that site was forced to close (at least on that ISP) due to
email harrassment of the site's ISP by a few troublemakers. Some ISPs still
feel bound to enforce out-of-date 'Terms of Useage' restrictions. Happily,
this situation is changing.

I guess a for-pay site is a possibility; but, it does not seem very
likely. The goal is to promote free access to out-of-print software.
