Another possibility is Project SpaceStation, located in this archive
at Asimov: ftp://ftp.apple.asimov.net/pub/apple_II/images/games/simulation/
and a pdf of the documentation is located here:

course with this game you're also pretty much running NASA, but you
can pratice just parts of it, like launching and landing the Space
Shuttle.
