Apple IIe has built-in firmware for 80col support, but you still have to
add some hardware. Usually an 74LS374, an 74LS245 and eight 4164A RAM
chips.

With this 80col card in the expansion slot you can still use the /DevSel
line from the regular Slot 3, but not the $C300 /IOSel range.
