Seems as though I remember that I had an IWM (Isomething I don't remember Woz Machine) chip which drives the floppies go out and it gave me a screen pattern similar to what you describe with no disk activity. at the time I cannibalized an IWM chip from a 128 MAC motherboard and installed a socket and plugged the chip in and it worked fine.
