First thing I'd try is removing and reseating the ROM chips, then try
CPU, RAM, etc.
There's about 120 chips on the Apple II+ which make it a nightmare to find
the problem, but in my experience, taking ones time and reseating chips
systematically often leads to success.
Another important thing: When doing this, remove all peripheral cards from
the board. This way, you can be sure that it isn't a botched card that's
causing the problem
