This is a known problem with the floppy drives in some Macs, see

I have found there is also a problem with Disk Copy. First, try formatting
the disk as ProDOS from the Mac Finder. Then copy the files from the disk
image to the floppy using the Finder, not Disk Copy. If that doesn't work,
if you have some sort of program that can do it, format the floppy on the
IIgs and then copy the files on to it using the Mac Finder.
