It depends on what hardware and software you have access to.

If you have a High Density 3.5" floppy drive and controller for it on
your IIgs, using HD disks would probably be the easiest way.  This
method will require using either the MS-DOS FST or MUG! on your IIgs
if the disks are in MS-DOS format.  If you use a program to allow the
PC to save to HFS format disks then you need the HFS FST on your IIgs.

If you have a SCSI card in both your PC and IIgs, using some SCSI
drive (a hard drive, ZIP drive, et al) would probably be the easiest
way.  This method will require using MUG! on your IIgs if the disks
are in MS-DOS format.  If you use a program to allow the PC to save to
HFS format disks then you need the HFS FST on your IIgs.

If you don't have either of the above, a null-modem connection between
the serial ports and using communications programs on each end would
probably be the easiest.  Using the ZModem transfer protocol is
probably the easiest and you don't need to worry about disk formats.

One last method to mention is to FTP the files from your PC to your
web space (most ISP accounts come with some space) and then FTP them
from your web space to your IIgs with gwftp via a Marinetti TCP/IP
connection.
