There is such a program for Windows. It's part of Apple Oasis.

The file formats are simply byte dumps of the disk data. To
read them, you would follow the same methods used by ProDos
or Dos 3.3. If you don't know how they do this, you will
need to get a tech manual or Beneath Apple Dos and/or Beneath
Apple Prodos.
