Like I've said in the past, ROM is software stored in a chip rather
than on disk and you are allowed to make a backup of your disk
software so the same should be true for ROM software. However, this
is a gray area as I don't think this has ever been checked into or had
any precedents set.
As to the copying of the Apple II's hardware design, the emulator
authors are using the publically available knowledge about how the
Apple II works to write their emulator. As far as I know, they are
not reverse engineering or doing anything else that could be
considered illegal in creating their emulation software.

You can use Spectrum without a shell account. Install Spectrum v2.2
or higher and Marinetti v2.0 or higher and you can do a SLIP or PPP
connection to the internet (provided your ISP doesn't disregard the
RFCs and require you to do a CHAP login) and telnet to anywhere you'd
like. With the right scripts written, you should be able to do
practically anything you want online with Spectrum. For instance, if
you buy and install Spectrum Internet Suite (aka SIS) or Spectrum
Automated Mailer (aka SAM) and you can be browsing the web or sending
and receiving e-mail. All without needing a shell account.
NOTE: SIS still requires a shell account of some sort unless you
install the alpha version of the TCP/IP libraries. If you have the
TCP/IP library you can use a straight Marinetti connection and you
also gain the ability to download files (like graphics, sounds or
archives) from web sites that you visit.
