Yes. They're called HDV images and emulate hard disks. Apple Oasis and
ApplePC will support them. They are expanded as files are added to them.
For 3.5" disks, you can use an HDV file that is 800K or less or, if you
have an emulator that supports it, a 2mg file that is 800K. The 2mg format
is used mainly by Apple IIgs emulators.

I remember reading about one emulator that did that. I think it was one
for the Macintosh though.
