Yep. That's a pretty good deal.

That means it couldn't find a disk to boot from. It doesn't have to do
with whether the drives are attached or not.

Right again. It has more memory and more ROM than the ROM 1 (there was no
ROM 2). You can use slot 4 for something else without losing your mouse,
use AppleTalk without losing slot 7, use slots 1 and 2 without losing
serial ports, and so on.

If it's able to boot up without any floppy disks, then it has a hard disk.
Since that didn't happen, it probably doesn't.
